Abstract： The decision on fully advancing rule of law as adopted by the Fourth Plenary Session of the 18th Central Committee of the CPC constitutes an ambitious blueprint of protecting human rights by rule of lawThe decision represents a full implementation of the constitutional spirit of “respecting and protecting human rights” and is reflective of the CPC’s guiding idea and roadmap of achieving full protection of human rights in tandem with and in the process of fully advancing rule of lawFull protection of human rights is both an inherent requirement and a vital task of the rule of law. The CPC’s leadership must be adhered to throughout the process of achieving full protection of human rightsThe relationship between the CPC and rule of law represents a core issue for both the building of the rule of law and the achievement of full protection of human rights.
