Corruption is a biggest problem in the new democratic states of Latin America and many other countries all over the world. In contemporary era，anti-corruption is closely related with human rights protection. Corruption is a brutal encroaches on human rights. Generally it infringes on the right of equal legal protection and the rights of the weak. So does it on democratic principle and judicial justice. From the perspective of human rights，corruption is the largest barrier of the state to exercise the duty of improving human rights. Thus to protect human rights，corruption must be firmly and fully cracked down.
