With the development of the society，the medical model approach of disability was gradually replaced by social model of disability. In December 2006，United Nations General Assembly passed the Convention on the Rights of Persons with Disabilities(the CRPD)，which reaffirms the notion of the social model of disability and places issues relating to the persons with disabilities within the framework of human rights. As a state party of the CRPD，China should take the right approaches in making disability legislation and relevant policy to raise social awareness and proper idea about disability by publicity. Accordingly，the mechanism of protecting rights and interests of persons with disabilities should make shift from charity to rights protection and carry out the notion of anti-discrimination，with focus on ensuring equal rights and opportunities for persons with disabilities. By taking all proper measures as required by the CRPD，we expect to make 'rights in black and white' sound in practices，to improve the general disadvantaged situation of persons with disabilities and to achieve the goal of overall social harmony for persons with disability.
