Detainees' rights in the pre-trial detention center is a touchstone of assessing one country's human right protection. As legal facility for execution of criminal detention，a pre-trial detention center should keep neutral and safeguard detainees' substantive and procedural rights. It should be an important base of respecting and protecting human rights by the country. At a macro level，protecting detainees' rights consists of two aspects，procedural rights towards which the principle of presumption of innocence should be applied and detainees' treatments towards which the principle of socialization should be applied. At the current stage，in China's rights protection situation，China should improve detainees' rights，such as the right to have one bed for each person，the right of health care，religious freedom，use of leg-iron and transparency and independent monitoring mechanism.
