Abstract:This article briefly outlines the historical process whereby anti-terrorism on the one hand and human rights protection on the other have evolved in the practice of international politics from a perceived relationship of “separateness” to one of “convergence”. Anti-terrorism and human rights protection have no distinction of rank and status,nor do they exclude or contradict each other. Their conflict in the practice stems from their being abused in furtherance of other political ends. On the stage of international politics,both human rights and anti-terrorism have become an instrument of foreign policy and of tactics and maneuvers in international politics. The US and European anti-terrorism practice has scantly been restrained by human rights tenets and conventions. With the conclusion of the war in Afghanistan,the US is expected to enhance its human rights diplomacy and anti-terrorism diplomacy,and achieving comprehensive and effective international cooperation on anti-terrorism will remain an arduous task.
